Biography:
Spencer Cowan's research interests cover a wide variety of housing related topics, including the impact of mortgage foreclosure programs, the need for workforce housing in communities, supportive housing for people with disabilities, a program to combine weatherization and housng rehabilitation assistance, and a program to bank the unbanked, among other topics. In addition to his research, Dr. Cowan helped lead an initiative to help with post-Katrina recovery efforts in the Gentilly neighborhoods in New Orleans and testifeid for the United States Attorney's Office for the Western District of North Carolina on collateral damage from foreclosures. For the past few years, he has also been a guest lecturer for courses at UNC-Chapel Hill and Duke, talking about takings, inclusionary zoning, and planning law.
