Purpose of Program: To enable pre-candidacy doctoral students enrolled at institutions of higher education accredited by a national or regional accrediting agency recongized by the U.S. Department of Education to cultivate their research skills through the preparation of research manuscripts that focus on policy-relevant housing and urban development issues.

Available Funds: This NOFA announces the availability of approximately $100,000 for the EDSRG program. Additionally, if funding remains after all eligible DDRG doctoral students have been selected for award, the remaining funds will be made available to fund eligible EDSRG doctoral students.

Eligible Applicants: The institutions of higher education accredited by a national or regional accrediting agency recognized by the U.S. Department of Education that sponsor the doctoral student is the official applicant. However, the sponsored doctoral student is responsible for the completion of the application (with the assistance of the institution) and must meet the following program requirements: Only pre-candidacy doctoral students who are U.S. citizens or lawful permanent residents (meaning they must possess an Alien Registration Recipient Card-Form I-551) having a major or concentration within a field related to housing and urban development. Applicants must have not taken their preliminary/comprehensive examinations, completed at least two semesters or three terms of a doctoral studies program, and have an assigned faculty advisor to supervise the research manuscript.

Application Deadline: June 12, 2008. Applications must be received and validated by Grants.gov by 11:59:59 p.m. eastern time on the deadline date.

HUD Electronic Submission Waiver: HUD regulations at 24 CFR 5.1005 permit waivers of regulatory requirements to be granted for cause. If you are unable to submit your application electronically, you may request a waiver from this requirement. If you are seeking funding under several HUD programs, you must submit a separate waiver request for each program from which you are seeking funding.

Your waiver request must be in writing, submitted no later than 15 days prior to the application deadline date, and state the basis for the request and explain why electronic submission is not possible. The basis for waivers for cause may include but are not limited to:

• Lack of available Internet access in the geographic location in which the applicant's business office is located.
• Physical disability of the applicant that prevents the applicant from accessing or responding to the application electronically.
