FY08 HSIAC CFDA Number (applicants will need this number if they choose to locate the application kit through Grants.gov): 14.514.

Applicants will also need to download certain software to allow them to successfully navigate the Grants.gov pages and complete their application, including the PureEdge Viewer to view the application kit downloaded from Grants.gov. This program will allow applicants to access, complete, and submit applications electronically and securely. All software recommended by Grants.gov is free to download; Grants.gov also provides software recommendations for both PC and Macintosh users.

Purpose of Program: To assist Hispanic-Serving institutions (HSIs) of higher education expand their role and effectiveness in addressing community development needs in their localities, including neighborhood revitalization, housing and economic development, principally for persons of low- and moderate-income consistent with the purposes of Title I of the Housing and Community Development Act of 1974, as amended.

Available Funds: This NOFA announces the availability of approximately $6 million, plus $55,724 in previously unexpended FY07 funds, for the HSIAC program.

Eligible Applicants: Only nonprofit HSIs that meet the definition of an HSI established in Title V of the Higher Education Act of 1965 (20 U.S.C 1101), as amended.

Application Deadline: July 2, 2008. Applications must be received and validated by Grants.gov by 11:59:59 p.m. eastern time on the deadline date.

Matching Requirements: None.

HUD Electronic Submission Waiver: HUD regulations at 24 CFR 5.1005 permit waivers of regulatory requirements to be granted for cause. If you are unable to submit your application electronically, you may request a waiver from this requirement. If you are seeking funding under several HUD programs, you must submit a separate waiver request for each program from which you are seeking funding.

Your waiver request must be in writing, submitted no later than 15 days prior to the application deadline date, and state the basis for the request and explain why electronic submission is not possible. The basis for waivers for cause may include but are not limited to:

  • Lack of available Internet access in the geographic location in which the applicant's business office is located.
  • Physical disability of the applicant that prevents the applicant from accessing or responding to the application electronically.
