The Community Outreach Partnership Center Program (COPC) provides funds to help institutions of higher learning form or expand centers for applied research and outreach to communities and neighborhoods, and to exchange information on these activities.

The COPC Futures Program (COPC - Futures) provided funds for 2003 grantees and was then discontinued.

The COPC New Directions Program (COPC - New Directions) provides funds to institutions of higher learning previously funded as COPCs to undertake new activities in applied research and outreach.

The Community Development Work Study Program (CDWSP) offers work stipends, tuition support, and other assistance to attract economically disadvantaged and minority graduate students to careers in community and economic development.

The Hispanic-Serving Institutions Assisting Communities Program (HSIAC) provides funds to help Hispanic-serving colleges and universities expand their role and effectiveness in addressing community development and revitalization needs in their localities.

The Alaska Native/Native Hawaiian Institutions Assisting Communities Program (AN/NHIAC) provides funds to help Alaska Native and Native Hawaiian colleges and universities expand their role and effectiveness in addressing community development and revitalization needs in their localities.

The Historically Black Colleges and Universities Program (HBCU) helps historically black institutions of higher education address community development needs in their localities, including neighborhood revitalization, housing and economic development, principally for persons of low and moderate income.

The Tribal Colleges and Universities Program (TCUP) provides funding to help Tribal colleges and universities expand their community building role in their local communities, including activities addressing economic development, cultural heritage, child care, and community revitalization.
