| The University of Delaware, in partnership with Delaware Technical and Community College, will provide research and outreach assistance to the neighborhoods in Wilmington's Enterprise Community in order to support the Community's strategic plan. The program will strengthen the capacities of individuals and organizations to contribute to the improvement of social and economic conditions in their neighborhoods.
Activities to be undertaken include: development of a talent bank to improve the capacity of those providing low- and moderate-income housing; provision of technical assistance to community based organizations working on housing development or the delivery of social services; creation of an intern program for community college students to assist local community-based organizations; assistance to the City in the preparation of the consolidated housing and community development plan; and implementation of a Community-Based Development Certificate Course to help emerging and established community-based organizations improve their management and operational skills.
