| The University of Illinois will be working in East St. Louis, Illinois, an Enterprise Community, to undertake the following activities: continuation and expansion of neighborhood planning and organizational development for community organizations in five neighborhoods; expansion of the Neighborhood College for leaders of nonprofit organizations; establishment of a Neighborhood Technical Assistance Center for community groups and small minority- and women-owned businesses; and conduct of research on how to maximize housing and other opportunities in a neighborhood which faces significant depopulation.
The university will use the grant to build on its existing, extensive relationships with community-based organizations in East St. Louis and build new ones with additional neighborhood organizations and the city government.
