| A consortium of Wayne State, Michigan State, and the University of Michigan will be aiding three Detroit neighborhoods--Michigan, Southwest Detroit, and Detroit Eastside--with each university serving one neighborhood, respectively. Twenty-one community based organizations (mostly CDCs) will be targeted for activities including: retention of small businesses; expansion of the organizations' capacity to implement community economic development projects; changing the tax foreclosure process to promote acquisition of abandoned buildings by community groups; establishment of a capital pool for equity investments in neighborhood-based business enterprises; creation of community-based family and youth development programs; and building the capacity of new community-based organizations.
Significant onsite presence through faculty, students, student interns, and "circuit riders" is planned.
