| The University of Pennsylvania has been awarded $399,952 in Community Outreach Partnership Centers Program (COPC) funding to create a partnership with community leaders to address problems in the West Philadelphia neighborhood. The target area includes all of the West Philadelphia portion of Philadelphia's Empowerment Zone. The following activities, identified by the community will be undertaken: provision of technical assistance to the Empowerment Zone leadership to create minority entrepreneurship, development of remediation strategies for urban brownfields in the neighborhood; creation of an effective school-to-work program; and development of home repair workshops, including financing, to help stabilize and maintain owner-occupied housing. The project builds upon the University's commitment to working with its West Philadelphia community.
