| The University of Tennessee-Knoxville will provide research and outreach assistance to the neighborhoods in the city's empowerment zone (EZ) proposal as well others in the Knoxville area. The EZ area contains more than 48,000 residents, with an overall poverty rate of 40 percent, and with 56 percent of the residents having less than a high school education.
Activities to be undertaken include: technical assistance to local economic developers and small businesses; coordinated planning and legal assistance to organizations serving the homeless; development of an economic literacy curriculum to help people develop nontechnical employment skills such as problemsolving and teamwork; implementation of a Mentor/Mediation program for violence reduction; and compiling a history of the West View neighborhood to create cohesiveness among the residents and organizations there.
The University of Tennessee has been awarded $500,000 for its Community Outreach Partnership Center.
