| Northern Essex Community College will use its Community Outreach Partnerships Centers (COPC) New Directions grant to respond to two urban issues: individual and skill development constraints of adult residents barring employment opportunities; and financial problems threatening the asset and wealth potential of impoverished and working-class families. The target population for this effort is a group of residents and neighborhoods, predominantly Latino, in the City of Lawrence.
