Elizabeth City State University will use HUD funds in efforts to expand homeownership and affordable housing opportunities for low- and moderate-income residents. Activities will include the rehabilitation of 10 substandard homes; direct homeownership assistance creating 12 new low- and moderate-income homeowners; pre-employment counseling; job training and placement for 25 low-skilled workers; and providing community development technical assistance for community-based organizations.
