| Elizabeth City State University will utilize HBCU funds to expand homeownership and affordable housing opportunities and employment opportunities for low- to moderate-income residents in the Elizabeth City and Pasquatank County communities. Activities will include housing rehabilitation, homeownership assistance, pre-employment counseling, job training and placement services, technical assistance to community-based organizations to maximize community development and redevelopment efforts, and the implementation of a neighborhood network program to train low-income residents in computer technology.
