Elizabeth City State University in North Carolina will receive a Historically Black Colleges and Universities program grant of $500,000 to address community needs exacerbated by Hurricane Floyd in 1999. Among the activities the grant will fund are: rehabilitation of 15 substandard homes occupied by low-income households, of which one-third are without plumbing and indoor toilet facilities; provision of homeownership counseling to prospective low- and moderate-income homebuyers; pre-employment counseling and job training for 20 low-skilled and disadvantaged workers, including current welfare recipients; rehabilitation of a facility for local youth; expansion of technology training and educational activities at several existing Neighborhood Networks centers.
