| Elizabeth City State University intends to use its Historically Black Colleges and Universities (HBCU) grant to rehabilitate 30 owner-occupied homes. Priority consideration will be given to substandard homes occupied by elderly, disabled, and low-income residents. Primary emphasis will be placed on bringing homes up to code and making them more energy efficient. This project will assist low- and moderate-income families in obtaining decent, safe, and affordable housing. Housing services will include housing counseling and financial literacy services for 300 residents, and assistance to 50 first-time homebuyers with downpayment and closing cost assistance. Elizabeth City State University will also undertake a Neighborhood Networks computer learning center initiative to improve computer literacy and job readiness skills, as well as improve the academic success of school children. The Neighborhood Networks Project will be located at the Elizabeth City Housing Authority and will provide training and education opportunities for approximately 120 residents and 300 school children.
