| Texas Southern University (TSU) intends to use its Historically Black Colleges and Universities (HBCU) grant for the “Revitalization and Economic Development Empowerment for Eliminating Community Blight,” program which targets Houston’s Third Ward and Acres Homes areas. Both communities are densely populated with low- to moderate-income, unemployed, unskilled, homeless residents, and plagued with problems of minority neighborhood deterioration, economic stagnation, and distress. TSU, seeing the problems and needs, will implement a proposed 36-month program through one of its outreach centers, the Economic Development Center. The objectives of the program are to meet some of the needs of both communities through eligible activities, including: 1) creating partnerships among agencies, educational organizations, and the business community to support, nurture, and sustain the family; 2) assisting with neighborhood revitalization and expansion; and 3) creating/expanding microenterprises, and planning and executing business and computer technology workshops for micro businesses and minority businesses for colleges students, skills-trainees, seniors, and the homeless.
