Overview
Benedict College intends to use its Historically Black Colleges and Universities (HBCU) grant to conduct a comprehensive community development effort focused on revitalizing neighborhoods located within the Columbia Empowerment Zone. The proposed program is entitled COP (Community Opportunities Program). Benedict will implement the following three activities: provide assistance to a community-based organization to carry out a CDBG neighborhood revitalization project to rehabilitate two existing vacant substandard houses for sale to low- to moderate-income buyers; build the capacity of small and minority businesses through incubation, technical, and management assistance; and implement a public service community policing program to promote crime prevention in census tract 10 within the City of Columbia, South Carolina. All of the activities will be housed in the target area located within the federally designated Columbia Empowerment Zone in Columbia. The primary recipients will be low- to moderate-income residents and small business owners as defined by the U. S. Department of Housing and Urban Development.
