| Hinds Community College–Utica Campus intends to use its Historically Black Colleges and Universities (HBCU) grant to: provide grants to small businesses for start-up, expansion, or job employment retention; provide resources and training for microenterprises; provide limited rehabilitation to single-family owner-occupied homes; and carry out public service activities addressing health education and awareness, housing counseling, employment training, and counseling. The college will also address employment creation and retention as well as neighborhood revitalization and stabilization. The institution will work with local business owners in an effort to expand or improve the look, appearance, and perception of their businesses. The services proposed under this application targeted toward low- to moderate-income persons is also intended to promote fair housing choice through the expansion of homeownership opportunities and improved quality of services for minorities, families with children, and persons with disabilities; or provide housing mobility counseling services. It will also empower citizens to become more involved in the decisionmaking process of local, state, and national issues that affect where they live and work, while addressing issues critical to the health and strength of the community.
