| Norfolk State University is pursuing a holistic approach to revitalization in the City of Norfolk. The target area is Central Brambleton. The university will use HBCU funds to expand existing projects such as the provision of decent and affordable housing; helping welfare families become self-sufficient; creating a small business incubator; enhancing literacy in the target area by developing the basic skills of low- to moderate-income persons; providing information on health issues; and educating residents regarding fair housing laws and regulations.
