| Delaware State University, located in Dover, will use the $338,766 Historically Black Colleges and Universities grant to augment its continuing effort of improving the quality of life for low- and moderate-income residents in the Capitol Park community. Specific goals include the rehabilitation of at least two owner-occupied homes and one renter-occupied home over the next 3 years and to provide pre- and post-homeownership counseling to 10 Capitol Park residents per year. Other objectives are to identify viable business ideas that can be developed into micro-enterprises, develop essential business skills in marketing, management, record keeping, and finance, and to assist the Capitol Park Civic Association in computer training, tutoring, and afterschool services for approximately 15 children per day.
