| South Carolina State University intends to use its Historically Black Colleges and Universities (HBCU) grant to expand the university’s role and effectiveness in addressing the community development needs of the County of Orangeburg through its Northeastern Corridor of Orangeburg Community Development Corporation. One objective of the proposed project is to revitalize the defined targeted service area in close proximity to the university by acquiring vacant and abandoned properties for the purpose of rehabilitating the existing structures. The houses would then be leased with an option to purchase to low- and moderate-income families who have completed the agency’s homebuyer/renter education and counseling program. The proposed activity of small business expansion aims to assist existing small minority business owners in enhancing or expanding their businesses by providing them with small loans.
