| Paul Quinn College will use HUD's resources to foster economic and community development, and will carry out the revitalization activities through its Simpson Stuart community. Paul Quinn Community Development Corporation needs housing rehabilitation, social services, and jobs for its low- to moderate-income population. HUD funds will help implement strategic community development tools such as a Safe Neighborhoods Plan/Defensible Spaces Program; make Internet services available to the community; establish open communications with city departments to develop a task force to plan for housing rehabilitation; increase employment for residents; and make the area attractive to new and existing businesses. Also, introduced into this proposal is collaboration to assist the City of Dallas' Homeless Continuum of Care Providers. Paul Quinn, with HUD resources, will provide microenterprise training to referred homeless clients.
