The Institute for Regional Analysis and Public Policy (IRAPP) at Morehead State University in Kentucky will receive a COPC grant of $399,999 to establish a Community Outreach Partnership Center in downtown Morehead's targeted redevelopment area. In addition to brownfields, this target area also has decaying infrastructure, substandard housing, residents with low education levels, and generally distressed economic conditions. In cooperation with community partners, IRAPP will lead 13 projects to address 5 major development issues:- Community organizing and planning projects: Leadership Training and Public Policy Seminar, Historical Preservation, Geographical Information Systems Training, Public Sector Capacity Study.
- Economic development and neighborhood revitalization projects: Entrepreneurial Development and Business Incubator and Economic Policy Study.
- Education Projects: Community History/Oral History Program, and Literacy/GED Training "Moonlight" Project.
- Housing Projects: Fair Housing Training for Landlords and Tenants and Housing Policy Study.
- The Environment Projects: Solid Waste Education, Pollution Monitoring, and Environmental Academy and Training Institute.
