| Bakersfield College intends to use its Hispanic-Serving Institutions Assisting Communities (HSIAC) grant to expand its role in addressing economic and community development needs in its community. The Construction Alliance for Student Achievement (CASA) project was conceived as a win-win response to multiple concerns in the locality. The purpose of CASA is to expand training and employment opportunities in the construction industry for low- and moderate-income residents, especially low-income Hispanic and other minority youth, welfare recipients, and others facing multiple barriers to employment in this area, which is known as Southeast Bakersfield, a proposed HUD Neighborhood Revitalization Strategy Area (NRSA).
