Overview
Portland Community College intends to use its COPC grant to create a COPC known as the Portsmouth Partnership that targets the Portsmouth neighborhood, located in an enterprise community. Encompassing 696 acres with a population of 8,304 people, Portsmouth has historically served as home to Portland’s poorest families. Due to HOPE VI revitalization, Portsmouth is on the verge of a major transition, yet questions remain as to whether current residents will be able to afford to stay in their neighborhood without education or employment skills. In response to these acute needs, the Portsmouth Partnership will effectively address the community’s issues through outreach focused on increasing economic opportunity, stabilizing housing and basic needs, and building community capacity.
