State Center Community College District—led by Fresno City College (FCC) in partnership with ByDesign, the Fresno County Fair Housing Council, the Fresno County Office of Education, and Encourage Tomorrow—will use its Community Outreach Partnership Centers (COPC) New Grant to develop a project that includes workforce development and education elements. Its target population is the 40 Census tracts that make up the primarily minority urban core of Fresno. There are four program elements: - A program to plan and implement a sustainable human services apprenticeship program (40 clients will be served in this component).
- A program that facilitates an informal dialog and link between unemployed workers and private sector employers (20 clients and 10 employers will participate in this component).
- A program that provides a continuum of career development education (60 students will be served in this component).
- A program that builds consumer and credit awareness and prepares for home ownership (40 clients per year will participate in this component).
