| Langston University (LU) intends to use its Historically Black Colleges and Universities (HBCU) Category II grant to implement a Community Empowerment Outreach Program (CEOP) in the town of Langston, and within the Empowerment Zone in Oklahoma City. In partnership with the Langston Community Development Corporation (LCDC) and other community partner organizations, this proposal will focus on four distinct activities: 1) establish a retail incubator in a 10,000-square-foot shopping plaza, in Langston; 2) help expand the capacity of the Langston Community Development Corporation to provide economic development services to the town of Langston; 3) provide counseling services, as well as job readiness, job-training, and job placement for low- to moderate-income individuals and Hurricane Katrina evacuees living in the empowerment zone in Oklahoma City; and 4) provide homeownership training, down payment assistance, and foreclosure and loss mitigation counseling to individuals in the empowerment zone.
