Abstract:
Current housing policy initiatives emphasize the benefits of residential mobility for tenants from public housing and from high poverty neighborhoods. Though research on whether these benefits actually occur is inconclusive, there is a larger problem that prevents much mobility from occurring. The housing market is segregated by cost, and affordable housing for the poor is located neighborhoods with few of these benefits. This dissertation undertakes an examination of the spatial distribution of affordable housing throughout 108 metropolitan areas in the United States.
