Abstract:

This paper tests models of housing expenditures for Housing Choice Voucher (HCV) recipients. HUD administrative data indicates that real payment standards vary substantially across MSAs. The model results indicate that this variation has substantial implications for housing choices of voucher households. It is also shown that, contrary to popular assumptions, HCVs elicit twice the demand response of an equal cash grant. This is presumably due to the minimum expenditure constraint, which is binding for more than 60 percent of households. Finally, households of different compositions consume housing in dramatically different ways when given an HCV. Households with children and those with a female head increase consumption of housing more as a result of participation in the HCV program than those headed by males or without children.
