  • Mapping Residents' Views, Voices, and Visions: A Pilot Study on the Use of High-Tech Tools for Community Planning in Low-Income Neighborhoods

    The purpose of this proposal is to develop a replicable, systematic, participatory planning method that can bring residents' voices, views, and visions for managing neighborhood change into the planning process. The first step is to develop media-literate, economically affordable, user-friendly means of incorporating digital multimedia data in planning to communicate ideas for creating more livable communities and neighborhoods. The goal is to design a method to collect and integrate both digitally recorded qualitative and quantitative data in a single spatial map, in such a way that it can easily be replicated and adapted in a range of planning context by municipal community planners, community-based planning efforts, and university-community partnerships.(More)

  • The Effects of Housing Choice Vouchers on Housing Consumption

    This paper tests models of housing expenditures for Housing Choice Voucher (HCV) recipients. HUD administrative data indicates that real payment standards vary substantially across MSAs. The model results indicate that this variation has substantial implications for housing choices of voucher households. It is also shown that, contrary to popular assumptions, HCVs elicit twice the demand response of an equal cash grant. (More)

  • Building Community Through Partnerships: The Impact of Renewal Community Designation on Local Revitalization

    This study examines the impact of Renewal Community (RC) designation on an ongoing local neighborhood revitalization initiative in Chattanooga, Tennessee. The RC program is the latest addition to the Empowerment Zone/Enterprise Communities initiative sponsored by the U.S. Department of Housing and Urban Development (HUD). The purpose of the RC program is twofold: 1) HUD hopes to increase the economic viability of distressed communities through tax incentives and wage controls; and 2) HUD wishes to build on existing and stimulate new partnerships between government and communities to encourage investment within the RC-designated zone. This study will provide an initial assessment of the RC program.(More)

  • Housing Costs and Non-Housing Consumption

    This essay examines housing cost burdens and the extent to which high housing cost burdens impact non-housing consumption. Housing cost burdens may increase due to a fall in income or a rise in housing costs due to a change in housing tenure, second mortgage financing, or a rise in interest rates. Using a 4-year panel of household data, I investigate household's responsiveness to high housing cost burdens, while controlling for unobserved heterogeneity.(More)
